As Kentucky employers struggle to find qualified individuals with the skills needed to fill the jobs they have available, legislation that will empower schools to help their students graduate with essential skills passed through the Senate Education Committee Wednesday unanimously.
House Majority Leader Jonathan Shell, the sponsor of House Bill 3, said essential skills, including things such as communication, showing up, being diligent, and being drug free, are valued by employers across all sectors.
House Bill 3 passed with a committee substitute that would have all school districts submit how they will implement their essential skills programming by 2019.
Shell said the legislation represents a lot of discussions with various groups and schools across the state including the Kentucky Chamber, Kentucky School Board Association and the Kentucky School Superintendents.
House Bill 3 now moves to the full Senate for a vote on the floor.
