Legislation Advances University Research with New Funding

This week, Senate President Robert Stivers filed legislation continuing work to strengthen research at Kentucky’s public universities and support long-term economic competitiveness.

The legislation would provide a one-time general fund allocation of $150 million in fiscal year 2027 to support five collaborative research partnerships among Kentucky’s public universities, with funding split evenly and awarded for multi-year projects.

The proposal builds on Senate Bill 1 from the 2024 Regular Session, which created the Endowed Research Fund to encourage collaboration among public universities.

Under the bill, funding would be administered through the Endowed Research Fund and structured to support projects over a five-year period. Senate Bill 6 also allows unused funds to carry forward into future fiscal years, giving institutions flexibility to plan and sustain long-term efforts.

“Senate Bill 6 is about creating long-term opportunity,” Stivers said. “By investing in high-quality research and fostering collaboration among our universities, we strengthen Kentucky’s economy, attract top-tier talent, and ensure our institutions remain competitive nationwide.”
