House Bill 7, which allows seven of the public universities to sell bonds to finance construction projects, including renovations to Commonwealth Stadium, passed the House Appropriations and Revenue Committee unanimously on Wednesday morning. University of Kentucky President Eli Capiluto testified in support of the bill. There were no questions or discussion from members. A bipartisan group of legislators endorsed the bill on January 10 with Gov. Steve Beshear and university presidents. The Kentucky Chamber has been a long-standing supporter of having universities support their own bonding and have the tools they need to further their institutions.
