Public private partnerships provide an important tool for our state and local governments. A public private partnership (P3) is a contractual agreement between a public agency and a private-sector entity to deliver a service or provide a facility for use by the general public.
Public-private partnerships (P3s) mean more private sector jobs with fewer tax dollars expended. The Kentucky Chamber is pushing legislation to create more business opportunities with House Bill 309 and Senate Bill 132 to do what all of our surrounding states have already done – authorize public-private partnerships. HB 309 passed the House in an overwhelming fashion last week. This bill creates a clear process for P3’s to ensure an even playing field with oversight and taxpayer protection.
