Governor Andy Beshear Outlines Budget Priorities in 2026 State of the Commonwealth Address

Gov. Andy Beshear delivered his State of the Commonwealth address on Wednesday, highlighting recent progress Kentucky has made while outlining key elements of his proposed two-year budget.

Economic Development

Beshear pointed to key manufacturing investment and job announcements made in 2025 by companies across the Commonwealth, including GE Appliances, Ford Motor Company, and Toyota.

He said that in 2025, Kentucky announced $10.5 billion in private-sector investment and 9,600 new jobs, marking one of the strongest years for economic development in the state. Beshear also referenced ongoing uncertainty tied to federal tariff policy and its impact on manufacturers, even as Kentucky continues to attract new investment.

As part of his budget proposal, Beshear called for $70 million for site development and a $25 million rural economic development fund to support future job creation across the Commonwealth.

Housing

Beshear highlighted progress on housing construction tied to disaster recovery efforts in communities impacted by tornadoes and flooding in Western and Eastern Kentucky.

In his budget proposal, he called for a $150 million investment in Kentucky’s Affordable Housing Trust Fund, saying homeownership remains out of reach for many Kentuckians.

Health Care

The Governor highlighted recent hospital openings and expansions across the state while also addressing federal changes affecting health care.

He noted the opening of Norton Healthcare’s Norton West Louisville, which served nearly 60,000 patients in its first year, as well as facilities operated by Pikeville Medical Center, Baptist Health, Mercy Health, and Appalachian Regional Healthcare.

In response to recent federal changes to Medicaid, Beshear’s budget proposal fully funds the program at the state level and includes $100 million to lower insurance costs through Kynect, a $125 million rural hospital fund, and $25 million for nursing student loan forgiveness.

Workforce Recovery and Reentry

Beshear highlighted progress in efforts related to addiction recovery and reentry. He noted that 35 communities across the Commonwealth are now designated as Recovery Ready Communities, alongside a three-year decline in overdose deaths and record-low recidivism rates.

He also stated that his budget includes funding for a reentry campus in partnership with the Kentucky Community and Technical College System, which would provide education and job training to support successful reentry.

Infrastructure and Transportation

Beshear pointed to continued progress on transportation and infrastructure projects across the Commonwealth, noting that the state has repaired or replaced 660 state and local bridges and advanced major projects, including the Mountain Parkway expansion and the completed Kentucky-side access to the I-69 Ohio River Crossing.

His proposed budget includes $100 million for infrastructure supporting large-scale projects, aimed at advancing transportation access and economic activity statewide.

Education

The Governor discussed his support for expanding Pre-K eligibility to more families. He also outlined education funding in his budget, including $159 million for educator raises and $560 million for teachers’ retirement systems.
